AP301000 Tax calculation is incorrect for bill with amount 0.01 non-taxable line

Issue 

Tax calculation is incorrect for bill with small non-taxable line. If a $0.01 line is added to a bill, it is included in the taxable amount even when the line tax is set to a 0% tax rate

Workaround

The taxable amount and tax amount can be manually changed in the taxes tab removing the incorrectly added amount
