'Failed to create STP Batch' warning appearing incorrectly on Manage Pays screen

Issue

'Failed to create STP Batch' warning appearing incorrectly on Manage Pays screen.

The error is appearing because of an adjusted Pay. The negative payrun of the Adjustment workflow does not have an STP Batch. The error on Manage Pay Runs displays when negative pay runs exist and STP is enabled

The fix will ensure this error does not appear in scenarios of adjusted pays
