Issue: Admin time added to daily time cards when they are released

There is currently an intermittent issue where non-chargeable time will be added to daily time cards when they are released.

Trying to fix it by deleting the non-chargeable time doesn't work - the time is readded when the time card is released again.

This issue is fixed in Cr10.

To fix this with existing time cards, please create a support request - the support team will run a script to fix it.
