Negative labor time entries are not reflected in Create Labor Time Activities screen

Issue 

After an upgrade to 2026 R1, the system can omit negative labor time entries from the Create Labor Time Activities (AM513000) form.

The issue occurs when a user creates and releases a labor batch on the Labor (AM301000) form that contains both positive and negative labor time entries for the same production order, operation, and employee.
