      Not all annual leave rates are date effective based on the start of continuous leave

      Not all annual leave rates are date effective based on the start of continuous leave. AWE and OWP s8.2 is date effective, but OWP s8.1 and OWP s8.3 are not date effective.

      Override the rates on the leave summary for backdated leave if needed.
