Run Project Billing (Bulk) - Unable to Bill Child Project With WIP When Parent and Other Children Have None

Issue

When running Project Billing from the Process screen for a parent project where the parent and some child projects have no WIP (Work in Progress) ($0), but at least one child project has existing WIP (marked as 'bill separately'), the system displays a warning saying "nothing to bill" and does not create any invoices. The expected behavior is that an invoice should be generated for the child project that has WIP, even if it bills separately.

Workaround

Use the Project or Review WIP screen for Project Billing instead
