Users with People User license and People MSS role don't have access to Approvals

Issue

Users with People User license only and People MSS/ESS role don't have access to Approval screen.

The Employee User license will give the user access to Approvals. But this site does not have any Employee User license and they don't need any. These leave request approvers do not need to view any reports in other modules so they don't need Executive User license either.

The weird part is that the MSS People user can however access Team Calendar and from there he can open the employee leave request and approve it. But he will need to go through the calendar, find leave requests one by one and approve them one by one. This can serve as a workaround at the moment before the People User license is fixed.
