GL301000 System has allowed a tax GL journal to be saved or released with empty reference numberss

Issue 

Although the 'Require Ref. Numbers for GL Documents with Taxes' option is ticked in General ledger Preferences (GL102000), however the system has allowed the tax journal to be saved or released with empty reference numbers

Workaround

Reverse the journal and reprocess without putting it on hold, and make sure that each line entry has a reference number
